[Subject to any rule, regulation, order or instruction issued in this behalf by the Government, the authority] may appoint such officers and employees (including experts for technical work) as are necessary and may assign to them such duties and pay such salary and allowance as it may determine from time to time ; provided that the appointment of officers on post carrying a maximum pay scale which exceeds Rs. [950] per month shall be made after prior approval of the Government.
