[3. Penalty for contravention of order under section 2.–– Whoever contravenes the provisions of any order made under section 2, shall be punishable with imprisonment for a term which in the absence of special reasons to be recorded in writing by the Court, shall not be less than one year but may extend to two years and shall also be liable to fine.
