24. l The tariffs for various categories shall be bench marked with the average cost of supply based on historical or embedded costs that nre prudently incurred· by the Petitioner in its operations pending any such study that reasonably establishes the category wise cost to supply. The category wise cost to supply factors in such characteristics of- a category as the load factor, yoltage, extent of technical and commercial losses etc.
