Section 28: Decision by majority

All questions arising for decision at any meeting

8 of a Board or Court, save where the Court consists of one person, shall be decided by a majority of the votes of the members thereof (including the Chairman present at the meeting and in the event of an equality of votes the Chairman shall also have and exercise a casting vote.
