Section 59: Restriction on powers of Works Committee

The Committee shall not have any power to come to a decision inconsistent with any agreement between an employer or trade union of employers and the trade union or federation of trade unions of the workmen registered under the Indian Trade Union Act, 1926, or any order of the Provincial Government enforcing the recommendations of a Labour Court appointed under the said Act or the award of a Court or Tribunal constituted or any settlement made in the course of a conciliation proceeding, under the Industrial Disputes Act, 1947.

Any decision by a Committee may be superseded by an agreement between the employer or a trade union of employers and a trade union of workmen or a federation of two or more unions of workmen. or an order of the Provincial Government enforcing recommendation of a Labour Court, Industrial Court or Tribunal or any settlement made in the course of a conciliation proceeding.
