Section 13: Returning officer and Assistant Returning Officer

The special Secretary/Joint Secretary/ Deputy Secretary of the Minorities Welfare Department, or other officer not below the rank of Deputy Secretary of the Government or any other officer specially notified by the State Govt. shall be the returning officer and if needed, he shall appoint one or more officers of the State Government or from the Jharkhand Sunni Wakf Board as Assistant Returning Officer who shall perform their duties under the control and direction of the Returning Officer.

Provided that no Assistant Returning Officer shall perform any of the function of the returning Officer which relates to the scrutiny of nominations unless the Returning Officer is unavoidably prevented from performing the said functions.

14. Notification of Elections by the State Government- The State Government shall notify the schedule of Elections for electoral colleges in form no. 8 consisting of one and not more than two members each as per provision contained in clause (b) of Sub-Section (1) of Section 14 indicating the dates of commencement - 6 - and completion of election which shall not be less than thirty days from the date of notification.
