The Returning Officer after receiving the nomination papers from the candidates or from other persons delivering the same shall inform about the date, time and place fixed for scrutiny of nominations to the persons concerned and shall enter on the nomination paper its serial number, the category, the date and hour at which the nomination paper has been delivered to him. Thereafter he shall immediately cause to be affixed the notice of the nomination in Form II, at some conspicuous place in his office separately for each Electoral College.
