On receipt of the reports under rule 31 the Licensing Authority shall, after satisfying itself that all the requirements under these rules are fulfilled, approve the plan of the building and grant a licence. If he is satisfied that the requirements of these rules are not fulfilled, he shall refuse the licence. The order of the Licensing Authority under this rule, shall be in writing and shall contain reasons on for such decision.
