The authority specified in column (3) of the table below shall be the competent authority for the transfer of officers and officials specified in column (2) thereof,- Table-2 S.

4. Method of Transfer:
(1) The transfer of the officer and officials specified at serial numbers 4, 5 and 6 in the table of the rule 3 shall be only through counselling by digital mode.
(2) Transfer Guidelines notified by the Department of Personnel Administrative Reforms from time to time shall be applicable for the purpose of transfer of all other employees excluding those who are under counselling.
