1. Following calendar of events shall be followed for Transfer Counselling every year.- SI.

Provided that on account of unavoidable circumstances if transfers by counselling could not be conducted during the month of April to June of particular year, the State Government may permit transfer by counselling beyond the month of June for that particular year.
2. The criteria for assigning ranking for counselling will be as below;

3. The officials with the lowest number of points as per Table-3 will be ranked higher than the officials having higher points and the highest rank will be for officials having no disciplinary case presently i.e. Zero points.
4. If there are more than one official with same score, then their inter seniority will be determined by their ranking in the latest Seniority List of the cadre.
5. No transfer shall be made to keep the officer or official in compulsory waiting period for posting.
6. In order to avoid vacancies remaining unfilled due to non-availability of officers/officials possessing the prescribed minimum eligible service, it is proposed to provide that, after completion of the first round of counselling, if vacancies still remain unfilled, a second list of eligible officers/officials may 7 be prepared by relaxing the minimum tenure criteria in a phased manner, based on descending order of length of service, subject to a minimum of one year of service for SSR/SR and two years for FDA.
7. In cases where an officer/official fails to attend counselling due to medical or other valid grounds, such officer/official may be permitted to participate in the subsequent round of counselling and shall be eligible to exercise option only against the vacancies available at that stage. No claim shall lie in respect of posts notified or allotted in earlier rounds. If the officer/official fails to attend the subsequent round also, posting shall be made by the counselling authority based on seniority in alphabetical order against the remaining vacancies.
7. Relaxation in certain cases,- (1) Exemption shall be given to physically challenged officers or officials and those who becomes physically challenged while in service, from periodical and repetitive Transfers. The transfer request of such officials may be considered after the submission of necessary certificate issued by the competent medical board.
(2) Where a female government servant is a widow/spinster/un-married/divorcee she may be transferred and in case she is appointed for the first time may be posted to a place of her choice subject to availability of vacancy.
(3) Where both the spouses are government servants and if one of the spouses is transferred, then the other spouse may be accommodated to that place or a place near subject to the availability of vacancy, even if he/she has not completed the minimum period of service at the place where he/she is currently employed.
(4) Where an officer/official is an office bearer of Karnataka Rajya Sarkari Naukarara Sangha shall be eligible to claim relaxation under orders issued by the Government from time to time.
(5) Where an officer/official is having less than one year of service before retirement as on date of publication of rank list shall be eligible to claim relaxation:
Provided that,- i. Those who utilise the above mentioned options shall be eligible to choose only offices in Zone-B and C of the Schedule-I and Schedule –II as applicable.
ii. The relaxation is not applicable for compulsory transfer and transfer due to enquiry/suspension under 5(2)(ii).
8 iii. On receipt of applications from those who claim such relaxations and after validation a separate list ranked as per criteria laid in sub rule (2) of rule 6 shall be prepared. They will be given first priority in counselling.
