In the said rules, after rule 12, the following proviso shall be inserted, namely:- “Provided that, the issuance of Final Degree Certificates to candidates who are required to undergo compulsory service under the provisions of the Act shall not be withheld by the concerned University on the ground of non-completion of compulsory services.”
