After Schedule V of the said rules, the following new schedule shall be inserted, namely, -
SCHEDULE - VA DEPARTMENT OF HIGHER EDUCATION A. Higher Education:
1. Collegiate Education including composite Degree Colleges.
2. Technical Education:
(a) Art Educational Institutions including the Chamarajendra Technical Institute.
(b) Art institutions
3. Karnataka State Universities Act except matters relating to Medical Education.
4. Matters connected with the institutions of Higher Learning like Indian Institute of Sciences, Institute of Social and Economic Change Institute of Management.
4 B. National Cadet Corps
1. National cadet corps.
2. Auxiliary cadet corps.
C. Codes and Manuals Preparation of Codes and Manuals in respect of Department under the administrative control of the Department of Higher Education.
D. Recruitment rules and Appointments
1. Recruitment Rules relating to the services and posts under the administrative control of the Department of Higher Education.
2. Appointments, postings, transfers, leave etc., to the officers and staff working under the administrative control of the Department of Higher Education except those coming under the Department of Personnel and Administrative Reforms.
3. Matters relating to implementation of Article 371(J) of the Constitution of India.
