In rule 23 of the said rules, in sub-rule (1), for the words “in the case which require decision to the Secretary to the Cabinet, through the Chief Secretary and the Minister in charge of the Department.”, the following shall be substituted,- “which require decision of the Cabinet, through the Secretary to the Cabinet with the approval of the Minister-in-charge of the Department.”
