In rule 20 of the said rules,-
(i) in sub-rule(1)(a), after the proviso, the following proviso shall be inserted, namely:- “Provided further that, if the Administrative Department decides to place a subject before the cabinet, which has already been considered and rejected by the Cabinet, such proposals with justification shall be sent to the Secretary to the Cabinet to obtain the approval of the Chief Minister.
Provided also that, in case of urgency and there is not enough time to place the proposal before the Cabinet, such proposals containing reasons for its urgency, shall be submitted for the orders of the Chief Minister through the Secretary to Cabinet. Orders issued pursuant there to shall be placed before the Cabinet for ratification.”
(ii) In sub-rule (3), the proviso shall be omitted.
