If an offender to whom a licence has been granted becomes unfit or incapacited to disease or otherwise, his licence shall be cancelled by the leave the School weather due to Inspector General provided that such licence shall be kept alive with the Superintendents if in the opinion of the visiting Committee such unfitness or incapacity is of a temporary duration.
