In case of building sites abutting NH/SH/MDR and roads above 20.0 m, the change in use of building site except industrial use building may be permitted on payment of fee for such change in use. (2) Educational institutions, health institutions and any other public and semi public buildings run by private individuals and institutions are to be treated as commercial uses except those specified in Note-1.
