lf in the course of any year the "- Committee considers It necessary to modify the figures shown m the budget with regard to its 1 cce1pts or e"penditure, it may subnut a supplementary or revised budget to the CommissiOner·

Provided that no alteration shall be made m the working balance wtthot t the cunsent of the Commissioner.
