If any person obstructs any person with whom the Corporation has entered into a contract in the performance or execution by such person of his duty or anything which he is empowered or required to do under this Act, 7[he shall be liable to a fine, which shall not be less than ten thousand rupees but may extend to fifty thousand rupees, subject to such conditions as may be prescribed].
