The Railway authorities concerned may seize and confiscate a coupon book on proof that the conditions on which it has been issued have not been complied with. Before confiscation of a coupon book, the concerned Railway Authorities shall refer the matter to the Secretary and obtain his approval for such confiscation. On such confiscation the value of the coupon book shall be refunded to the Secretary.
