Section 20: Refund only to Government

The Kerala Legislative Assembly Ex-Members (Free Transit) Rules 2009State Rules of Kerala · 1976

Refund will not be granted on partly used rail travel tickets issued in exchange for coupons except in exceptional circumstances, when refund may be allowed subject to the usual cancellation charges as applicable under the existing rules.

Refunds shall be allowed only to the State Government concerned and not to individual Exmembers.
