(1) േബാർഡിന്, ഏെതങ്കിലും ്രപേത്യക ആവശ്യത്തിന് ഏെതങ്കിലും ആളുെട സഹായേമാ ഉപേദശേമാ ആവശ്യമാെണന്്ന േതാന്നുന്നപക്ഷം, ഈആക്റ്റിൻ കീഴിൽ ഉണ്ടാക്കാവുന്ന െറഗുേലഷനുകളിൽ വ്യവസ്ഥ െചയ്യാവുന്ന ്രപകാരം, ്രപസ്തുത ആെള സഹകരിപ്പിക്കാവുന്നതാണ്.
(2) (1)-ാം ഉപവകുപ്പ് ്രപകാരം ഏെതങ്കിലും ആവശ്യത്തിന് േബാർഡുമായി സഹകരിച്ചു ്രപവർത്തിക്കുന്ന ഒരാൾക്ക് ്രപസ്തുത ആവശ്യവുമായി ബന്ധെപ്പട്ട േബാർഡിെൻ്റ ചർച്ചകളിൽ പെങ്കടുക്കുന്നതിനുളള അവകാശമുണ്ടായിരിക്കുന്നതാണ്:
