(1) The Statutes shall be made, amended or repealed by the Management Council in the manner hereinafter provided.
(2) The Management Council shall take into consideration the draft of the Statute, its repeal and amendment moved by the Academic Council:
Provided that the Academic Council shall not propose the draft of any Statute or any amendment to or of repeal of a Statute, relating to the matters other than the academic affairs:
Provided also that the Academic Council shall not propose the draft of any Statute or any amendment to or of repeal of a Statute on powers or constitution of any authority or body of the University until such authority or body has been given an 45 opportunity to express its opinion upon the proposal, and any opinion so expressed shall be considered by the Management Council.
(3) The Management Council may approve any such draft referred to in subsection (2) and pass the Statute or reject it or return it to the Academic Council for reconsideration, either in whole or in part, together with any amendments which it may suggest.
(4) Any member of the Management Council may propose to the Management Council the draft of any Statute and the Management Council may either accept or reject the proposal if it relates to a matter not falling within the purview of the Academic Council. In case such a draft relates to a matter within the purview of the Academic Council, the Management Council shall refer it for consideration to the Academic Council, which may either report to the Management Council that it does not approve the draft, or submit the draft to the Management Council in such form as the Academic Council may approve and the Management Council may either pass, with or without amendment or reject the draft.
(5) A Statute passed by the Management Council shall be submitted to the Chancellor who may assent thereto or withhold his assent. No Statute passed by the Management Council shall come into force until assented to by the Chancellor.
