The Chairman or any other member of the Authority or of a sub-committee appointed by the Authority who has acted professionally, in relation to any matter on behalf of any person having any share or interest whether pecuniary or of any other nature in any contract or employment with, by or on behalf of the Authority, or any other personal interest in any area in which it is proposed to acquire land for any of the purposes of this Act, shall not vote or take part in any proceedings (including any discussion on any resolution or question) of the Authority or of any sub-committee thereof relating to such matter.
