(1) No court inferior to that of a Judicial Magistrate of first class shall try any offence punishable under this Regulation.
(2) Notwithstanding anything contained in the Code of Criminal Procedure, 1973, it shall be lawful for a Judicial Magistrate of first class to pass a sentence or fine on any person Cognizance of offences.

(3) No prosecution under this Regulation shall be lodged, except with the previous sanction of the Registrar.
