(i) The Administrator shall constitute a District Planning Committee to consolidate the plans prepared by Uie Village (Dweep) Pauchayats and tho District Panchayat and to prepare a draft development plan for the Union territory as a whole.
(2) The Di-.lrict Planning C) nmittee shall consist of—
(a) the member of Parliament representing the Union territory;
(b) the President-cum-Chief Counsellor of the District Panchayat;
ft1) such number of persons, not less than four-fifth ofthe total number of members of the Committee, as may be prescribed by the Administrator, elected by, in the prescribed manner, and form amongst, the elected members of the Dibtr'Vt panchayat;
(d) the Administrator or such other officer as may be designated by him shall be its ec-officio Cluirnuin.
(j) The District Magistrate, Director of Panchayats, Manager of the lead Bank in tiie District headquarters and an officer ot the Planning Department of the administration to be nominated by the Administrator shall be permanent invitees to the meetings of the District Planning Committee.
(4) The District Planning Committee shall, while preparing the draft development p lanfa) have regard to — (I) the matters of common interest among the panchayats including spatial planning and other physcial and natural resources, the integrated development of infrastructure and environmental conservation;
(//) the extent and type of available resources whether financial or otherwise;
(b) consult such institutions and organisations as the Administrator may, by order, specify;
(c) the Chairman ofthe Diºtri'-t Planning Committer shall forward the development plan,~as recommended by such Committee, to the Administrator.

86. With effect from such date as the President may, by notification- specify the Finance Commission constituted under section 186 ofthe Andaman and Nicobar Islands fPanchayat) Regulation, 1994 shall also bo the Finance Commission for Union territory of Lakshadweep and shall make recommendation to the Administrator as to the—
(a) principles which should govern—
(i) the determination of taxes, duties, tolls and fees which may be assigned to or appropriated by the panchayaU;
(»0 the grants-in-aid to the panchayats;

(b) the measures needed to improve the financial position of the Panchayats ;
(c) any other matter referred to the Finance Commission by the Administrator in the interests of sound finance of the panchayats.
