Application for registration of the boiler shall be made under sub-section (1) of Section 7 either to the Deputy Chief Inspector or Chief Inspector or Inspector of the local area in which the boiler is si tuated and shall be accompanied by a receipt for the prescribed fee. No application shall be accepted without the receipt . No boiler shall be registered if on measurement the fee is found to be deficient unti l the deficit has been paid. Excess payment, if any, shall be refunded after registration.
