(1) The Registrar his nominee or board of nominees may require the party or part ies to the dispute to deposit in advance such sum as may, in his or i ts opinion, but necessary to meet the expenses for determining the dispute including paymen t of fees, if any, to the Registrar, his nominee or board of nominees.
(2) The Registrar, his nominee or board of nominees shall have the power to order the fees, if any, and expenses incurred in determining such dispute to be paid either out of the funds of the society or by such party or part ies to the dispute as he or i t may think f i t , according to the scale laid down by the Registrar after taking into account the amount deposited under sub -rule
(1).
(3) The Registrar may, by general or special order, specify the scale of fees, if any, and expenses for determining a dispute to be paid to him or to his nominee or board of nominees.
