(l) Subject to the provisions of sub-rule (2), the committee shall consider the cases of all persons, who on the 1st day of January of that year had completed such number of year of service (whether officiatiQ.gor substantive) in the post fromwhich promotion is to be made as specified in column (3)ofSchedule IV and are within the Zone of consideratioh. in accordance with the provisions of sub-rule (2): \ ProVidedthat the service of the released officerofEmergency Commission and short service commission after their appointment in the service, shall be counted from the date fromwhich they have been deemed to have been appointed in accordance with _theGeneral Administration Department MemoNo. 2266-1987-1(3)-67, dated the 21st October, 1967:
Provided further that any junior person shall not be considered for select grade/promotion in preference to the person senior to him on the ~".
