Section 17: Select List

(l) The Development Commissioner shall consider the record and the list prepared by the Committee and unless he considers any change necessary approve the list. .

(2) The list finally approved by Development Co~issioner shall form the select list for promotion of the members of the service from the post specified in column (2) of Schedule IVto the post specified in column (4) of the said Schedule.

(3) The select list shall ordinarily be in force until it is. reviewed or reviscdin accordance with sub-rule (4)of rule 15, but its validity shall npt be extended beyond a total period of 18 months from the date of its I preparation: .

Provided that in the event of a grave lapses in the conduct or performance of duties on the part of any person included in the 11st,a special review of the select list may be made and the appointing authority may, if it thinks fit, remove the name of such person from the select list.
