Section 13: Appointment by promotion

(l) There shall be constituted a committee consisting of the members mentioned in Schedule IV for making a selection for promotion of eligiblecandidates.

(3) 1[16 percent] and 2[20 percent] of the available vacancies for promotion in such posts in which the percentage of promotion is 3[36 percent] or more, as specified in Schedule II, shall be reserved for officers belonging to the Scheduled Castes and Scheduled Tribes who are eligible for promoti<?nin accordance with the provisions of rule 14.

(4)Procedure for making promotion in the "reservedvacancies shall be in accordance with the instructions issued by Government in the General Administration Department, from time to time.
