Section 14: Conditions of eligibility for promotion

(l) Subject to the -provisions--of-sub-rulei2) -the Committee shall consider-the -case-of-all,- --------.-- jJerso!,!swho, on the 1st day ofJ~uaty of that year had completed such number of year of service (whether officiatingor substantive) in the post fromwhich promotion is to be made as specifiedin column (3)ofSchedule IV and are within the zone of consideration in accordance with the provisions of sub-rule (2) :

Provided that after appointment to the service of the released officers of Emergency Commission and short se~ce! Commission after their appointment in the Service, shall be counted from the date fromwhich they have been deemed to have been appointed in accordance with the General Administration Department MemoNo. 2266t1987-1-3-67, dated the 21st October, 1967 :

basis of his completing the prescribed period of service. -

(2)The field of consideration for selection shall ordinarily be limited to seven times the number of officers to be included in the SJ.;lectlist in respect of posts filled on the basis: of merit- cum-seniority and five times the number of officers to be included in the select list in respect of posts filled on the basis of seniority-cum~merit :

Provided that if the required! number of suitable officers are not available in the field, so determined; the fieldmay be enlarged to the extent considered necessary by the Com'mittee by mentioning the reasons in writing. : . .

(3) No person shall be considered for first promotion unless he has completed two years of service in the Scheduled area :

Provided that the non-posting of a person in the Scheduled are shall not operate as disqualification for his promotion.

Note.-Period spent on training and probation in the scheduled area shall be treated as service for the purpose of clause (3) above (2). The condition specified in clause (3) above shall not apply in case of further promotions ofpersons whowere promoted prior to enforcement of the said condition.
