Section 12: List of Candidates recommended by the Selection Committee

(1) The Selection Corpmittee shall prepare and forward a list to the appointing authority arranged in order or merit of the candidates who have qualified by such standards as determined by the selection committee may determine and the list of candidates belonging to. the Scheduled Castes, Scheduled Tribes and Other Backward Classes, who though not qualified by such standard, but are declared by the committee to be suitable for appointment in the service, with due regard to the ma~ntenance ofefficiency in administration shall send to the Appointing Authority. The list shall also be published for general public information ..

(2)Snbject to th~ provisions of these rules and of the Madhya Pradesh CivilServices (General conditioD.sof service) Rules, 1961. Candidates will be considered for appointment to the available vacancies from the list in the order, in Whichtheir names appear in the list .

(3)The inclusioll of a candidate's name in the list, confers no right to the appointment unless the appointing authOrity is satisfied after such enquiry as it may be considered necessary that the candidate is equitable in all respect for appointment to the Service.

(4)The list shall be valid for a period of one year from the date of issueby the committee.

13. Direct recruitment by way of marginal. competitive examination from clerical cadre to the post of Assistant Statistical Officer, Probation Officer, Panchayat and Social Education Organizer, Instructor (Panchayat Secretaries Training Centre and Sub- AUditor).-(I) The appointing authority shall determine every year the date to conduct the marginal competative examination as per scheme stated in Schedule- Vfor the recruitment to the posts of Assistant Statistical Officer, Probation Officer,Panchayat and Social Education Organiser, Instructor (Panchayat Secretaries Training Centre) and Sub-Auditor from the clerical services of the Directorate of Panchayat and Social Justice and Regional Officers.

(2) There shall be reserved post for the candidate belonging to Scheduled Castes, Schedukd Tribes and Other-Backward Classes -at the " --stage--ofdirect-recru-itment in accordance with the provisions of Madhya Pradesh Lok Seva (Anusuchit Jatiyon/ Anusuchit Jan Jatiyon Aur Anya Pichhade Vargon KeLiyeArakshan) Adhiniyam, 1994 (No.21 of 1994) and according to the orders of the State Government issued from time to time.

- (3)1bere, shall be reserved posts for the women candidates in accordance with. provisions of the Madhya Pradesh Civil Service (Special provi.sionfor the appointment ofwomen) Rules, 1997.-

(4)In fillingthe vacancies so reserved, candidates who are members of the Scheduled Castes, Scheduled Tribes and Other Backward Classes shall be considered -for appointment in the r>tdet; ill wliich-Uieii-names--------- appear in the list referred to in Rule 12, irrespective of their relative rC\Ilk in comparison to other candidates.

(5)The list of qualified candidates as per merit and standard specified in Schedule-V and-ollie llst of those candidates of Scheduled Castes, Scheduled Tribes and Other Backward Classes, who are not qualified as per standard, but to whom the appointing authority has declared suitable for appointment in the service keeping iAviewthe maintenance of efficiency in the administration shall be preparec;l.The list shall remain effective finally for one year from the date of its pr~paration.

(6) Subject to the provisions of these rules, the candidates will be considered in respect of appointment on the available vacancies in the order, in which their names appear in the list. The inclusion of name of any candidate in the list confers no right to the appointment, unless the appointing authority is satisfied after such -enquiry, as it may deem necessary, that the candidate is suitable in all respect for appointment tothe service.
