(1) The appointing authority shall consider the list ' prepared by committee alongwith other documents received from the committee and unless its considers any change necessary approve list.
(2) If the appointing authority considers it necessary to make any change in the list received from the cOmmitteehe shall inform the COmmittee of the'changes proposed and after taking into account the comments if any. of the committee any approve the list finallyWithsuch modifications if any, as any in the opinion be just and proper.

(4)The select list shall ordinarily be inforce for a period of one year, until it is reviewed or revised in accordance Withsub- rule (4) of rule 16, but its validity shall not be extended beyond a total period of 18monthsfrom the date of its preparation : - -
