When the prescribed authority, on the report (Ifappointing authority is of opinion, that the sufficient numbers of candidates having requisite qualification, experience etc., are likely to be not a ailable, he may allow the appointing authority to relax such qualification, experience etc., with such conditions as may be necessary to maintain the quality and ~fficiencyof the cadre.
