Section 7: Following general guidelines shall be applicable for monthly allocation of power among Discoms

Reallocation of Generating Capacity to DiscomsState Rules of Madhya Pradesh · 2001

(i) Each Discom shall submit their demand to MP PMCL for the next month by 15th of each month.

(ii) MP PMCL shall allocate the unallocated capacity as shown in Table - 4 among Discoms by 20th of each month. Allocation shall be as per the requirement subject to the available capacity.

(iii) For day ahead scheduling of power, the prevalent rules and regulations as laid down by Madhya Pradesh Electricity Regulatory Commission shall be applicable.

(iv) On the basis of capacity allocation, SLDC shall intimate entitlement of each Discom in ISGS, MPPGCL (MP Share), NHDC Joint Ventures, SSP etc. to MP PMCL.

(v) MP PMCL, in consultation with Discoms, shall furnish the requisition of power of respective Discom in ISGS, MPPGCL (MP Share), NHDC Joint Ventures, SSP etc. to SLDC limited to entitlement.

(vi) MP PMCL shall also furnish details of Short Term Power Purchase to be allocated to Discoms based on their requisition.

(vii) Discoms while submitting their requisition to MP PMCL shall also indicate surplus / deficit if any, which can be allocated to other Discoms by SLDC in consultation with respective Discom.

(viii) SLDC after receipt of MP drawl schedule from WRLDC shall compile and issue drawl schedule of each Discom to MP PMCL and generation schedule to MPPGCL (MP share) based on merit order despatch.

(ix) The surplus power shall be sold outside the state or to any other utilities by the MP PMCL in case of non-absorption by the Discoms.

(x) Priority in allocation shall be given to those Discoms who submit the demand in time. If any Discom fails to submit the demand in time, allocation shall be made appropriately by MP PMCL as per overall availability.

(xi) SLDC wi11 calculate the VI charges among Discoms / Generators based on Total allocation and scheduling (Intra State ABT).

(xii) Discoms shall provide short-term power requirement to MP PMCL at least four months in advance.

(xiii) In the event of non submission of monthly requirement by Discoms in time, the decision of MP PMCL shal1 be final and binding on the Discoms in regard to

(a) "- Capacity al1ocation (of unal10cated capacity) and

(b) Arrangements made for short term power purchase
