The notice of declaration of intention to prepare a Development Plan under subsection (1) of section 23 shall be given by means of an advertisement. in nglish and in the regional language. Provided lhal where such declaration of intention {o prepare a Development Plan is made by a Spemal Planning Authority, such notice shall be kept open to inspection also in the office of the local aulhonty or authorities, having Junadmhm in {hic area for which such plan is prepared.
