[9. Meetings of Board and Council.- The Board and Council shall meet at such times and places, and shall observe such rules of procedure in regard to transaction of business at their meetings (including the laying down of a quorum at meetings) as may be provided by regulations made by the Board under this Act:

Provided that, the Board shall ordinarily meet at least once in a month, and the Council ordinarily at least once in every three months.]
