(1) Any sponsoring body (including any private institute conducting an educational activity) desirous of establishing a self-financed private university under the Act, may submit an application to in Form A alongwith a Detailed Project Report (DPR) containing a proposal for establishment of a university to the Secretary, alongwith a processing fee of rupees one crore.
(2) The sponsoring body desirous of establishing a private university shall pay such processing fee by a demand draft drawn in the name of the Secretary.
(3) On receipt of an application under sub-rule (1), containing the proposal for establishing the university alongwith the Detailed Project Report (DPR) by the sponsoring body, the Scrutiny Committee on the grounds mentioned in sub-section (1) of section 4 of the Act.
(4) After examining the proposal and the detailed project report submitted by the sponsoring body, the scrutiny committee shall submit its report to the Government.
(5) If the scrutiny committee finds any deficiency or needs additional information about the proposal, it may include its observations in its report. The Secretary shall inform the sponsoring body to comply with them within a period specified therein.
(6) After considering additional information submitted by the sponsoring body and the revisions made in the proposal, if any, the scrutiny committee shall submit its final report to the Government.
