(1) Procedure for appointment of President.–
(i) Subject to sub-rule (2) of this rule the first President shall be appointed by the sponsoring body with the approval of the Government.
(ii) There shall be a Search Committee constituted by the sponsoring body to recommend suitable persons for the appointment of the President.
(iii) The Search Committee shall consist of the following members, namely:-
(a) a retired High Court Judge or a person eligible to be appointed as High Court Judge – Chairperson;
(b) a person who is an eminent educationist or administrator, not connected with the university - Member;
(c) a person who is a member of the sponsoring body - Member.
(iv) The Search Committee shall recommend names of at least three persons for consideration of the sponsoring body.
(v) The sponsoring body may recommend the name of one a person recommended by Search Committee to the Government, to appoint as a President of the university by passing a resolution in the meeting of the sponsoring body by a simple majority:
Provided that, if the sponsoring body does not approve name of any person recommended by the Search Committee, it may call for a fresh names either from the same Committee or from a new Search Committee.
(2) Eligibility criteria for post of President.– The persons to be recommended by the Search Committee for appointment of President shall,–
(i) have completed thirty-five years of age;
(ii) possess a master degree in any discipline from a recognised university or institute;
(iii) possess leadership qualities;
(iv) have strong acumen for institution building;
(v) be able to provide vision and have the ability to convert the same into reality in the interest of students and society;
(vi) have a commitment to build a world-class educational institution;
(vii) have experience in the field of industry, research, consultancy, social work, law, education, health or welfare activities.
