(1) The State Government shall for the purpose of ascertaining the standards of teaching, examination and research or any other matter relating to the university, constitute a committee for the purpose mentioned in sub-section (4) of section 51 of the Act, consisting of the following members,-
(i) former Head of an Institute of Eminence;
(ii) former Head of an Institution of National Importance;
(iii) Head of a Government funded research institution in Maharashtra;

(iv) former Head of a national regulatory body;
(v) former Head of a national accreditation agency;
(vi) former Vice-Chancellor of a public or deemed to be university;
(vii) a Vice-Chancellor of a private university established outside the State of Maharashtra;
(viii) a chartered accountant having ten years of experience;
(ix) an eminent academician;
(x) a Head of the Department in a public university;
(xi) an Officer, not below the rank of Under Secretary to the Government of Maharashtra.
(2) For the purpose of ascertaining the standards of teaching, examination and research or any other matter relating to the university, the Government may after consultation with the Vice-Chancellor cause an assessment by such person or persons as it may deem fit for the purpose mentioned in sub-section (4) of section 51 of the Act, who shall assess and analyse the following key performance indicators, namely:-
(i) Governance and leadership;
(ii) Faculty qualification and experience;
(iii) Quality and diversification of academic programmes;
(iv) Research output and innovation;
(v) Quality assurance framework;
(vi) Student performance and career progression;
(vii) Financial performance and stability;
(viii) National and international collaborations;
(ix) Societal impact;
(x) Global competitiveness.
(3) Such person or persons shall employ an evaluation framework, identify key performance indicators, assign weights and develop scoring, to quantify the performance level of each indicator and shall also undertake onsite visits to private universities, to provide a comprehensive and accurate representation of quality and growth dynamics.
(4) Such person or persons shall prepare a comprehensive report within thirty days from the date of the visit to the private university outlining key findings, trends, conclusions and recommendations.
Such person or persons shall provide strategic input to the Government and shall also present actionable suggestions to the university leadership.

Subject- Application for setting up a private university.
Sir/Madam, In accordance with the Maharashtra Private Universities (Establishment and Regulation) Act, 2023 (Mah.VIII of 2024), and the rules made thereunder and the guidelines issued in this behalf, from time to time, for the establishment of private universities, the proposal is being submitted along with the Detailed Project Report (DPR) in this regard, necessary documents and demand draft for establishment of a private university as mentioned below.
1 Name of Sponsoring Body– 2 Address of the office of the Sponsoring Body- 3 Name, Designation, Telephone/ Mobile No. and e-mail Id of the Office bearers of the Sponsoring Body.
4 Sponsoring Body Registration Certificate Number and Date.
Give the following details as applicable-
(i) a society registered under the Societies Registration Act, 1860 (21 of 1860 );
(ii) public trust registered under the Maharashtra Public Trusts Act (XXIX of 1950);
(iii) any Educational Institution established under section 25 of the Companies Act, 1956 (1 of 1956) or a company registered under the Companies Act, 2013 (18 of 2013).
5 Constitution of Educational Institution- Documents to be submitted in this regard
(a) Constitution, Bylaws and Rules
(b) A copy of the resolution passed by the members of the institution to establish a private university, 6 Name and location of proposed private university is to be established.
7 Details regarding processing Fees – Demand Draft number and date.

If an interim campus is included in the proposal, the details of the same should be given with undertaking that all the necessary aspects are fulfilled.
