-If the Director is satisfied th:lt the management of a Public Library ha~; cG!l1miUed breach of any or tl'e condi tions of recogni~jon unda rule 4 or has failed to ohserve any of the clllditions specified in the Ccrtific:ltc of RCl>2nition. hc may ~or re:iS<lnS to be recorded in writiw! J;HI nftcr giving the Ilun'.lgement an nppPfl:lllitv of being heard withdraw the recognition. which O!·t!er shall he communi· cated to the rnall:lgement hy registered post :Int! the CenifiClte OF Recogni tion granted to the management in respect of such Public Library shall be deemed to be cancelled :

Provided that the managt~ment may within thirty days [rom the (hte of the receipt of the Order suomit an appeal to the State GOYrfilment whose decision shall be final. Any appeal received aft~r the period of thirty days shall not be entertained unless mana~t.:rncnt shows {!O()I! ;md '\lIffL-ient cause for not suhmittin!.': the apreal in time'

Provided further that nothing in these rilles shall Ix' deemed to prcwnt the management from making a fresh [Ipplication for reco?11ition under these rules.
