Section 4: Duties and functions of Registrar of Grievance Redressal Committees

(1) The Registrar shall endorse on it the number and date ofevery Appeal filed before the Grievance Redressal Committee.

(2) The Registrar shall, within seven days from the date of receipt of every Appeal, examine it and satisfy himself that,-—

(a) the person presenting it, is competent to do so; and

(b) it confirms to the provisions of the Act and rules made thereunder.

(c) Whether the appeal is within the limitation.

(3) The Registrar shall thereupon cause every Appeal to be registered in the Register of Appeals and it shall be listed for admission or hearing before Grievances Redressal Committee.

(4) The Registrar on arriving at the decision that an Appeal, does not conform to the conditions stated above, shall intimate and forthwith return the same to the person making it or to his authorized Lawyer. However, in case of any minor defects on account of which the Appeal could not be registered, the Registrar shall forthwith inform to the person making it or to his Lawyer, and require the said person or his Lawyer to rectify the defects, in person, within seven days from the date of the receipt of the said intimation and to re-submit it to the Registrar. Further, if the person making the Appeal, or his authorized Lawyer rectifies the defects pointed out within the period as specified above, the Appeal shall be entered in the Register of Appeals by the Registrar.

(5) The Registrar in instances where the person filing the Appeal, or his Lawyer fails to remedy any of the defects pointed out to him, shall be required to place it before the Chairperson of the Grievance Redressal Committee for appropriate orders. If the Appeal, so placed before the Chairperson of the Grievance Redressal Committee is accepted or rejected the Registrar shall cause it to be entered in the Register of Appeals.

(6) If the appeal is admitted, the Registrar shall place it before the said Committee for final hearing and the said Committee shall fix the date of final hearing and the Registrar shall inform the same to the concerned parties.

(7) The Registrar shall sign all notices issued by the Grievance Redressal Committee.

(8) The Registrar shall perform such other functions as are assigned to him by these rules or may be specifically assigned to him, from time to time, by the Chairperson of the Grievance Redressal Committee.

(9) The fees collected under these rules shall be deposited in the accounts of the Slum Rehabilitation Authority under the account head of the Grievance Redressal Committee. All reasonable costs incurred on the establishment and running of the Grievance Redressal Committee, to the extent reasonable and justifiable, shall be allowed to be done by the respective Slum Rehabilitation Authority.

(10) The Registrar shall maintain and be the custodian of the Register of Appeals of the Grievance Redressal Committee.
