Section 3: The Competent Authority shall, on receipt of a complaint or suo moto, hold an enquiry into the complaint in the following manner, namely

(1) The complainant may file a complaint in Form A appended to these rules either in person or by registered post or through an email on official email ID of the Competent Authority :

Provided that, the Competent Authority shall not be prevented from taking cognisance of any news, information, media tips etc. and may consider the same as a complaint under these Rules.

(2) The complaint shall be accompanied by self-attested copies of the leaflets, photographs, advertisements or any other material in support of the complaint.

(3) The complaint shall be duly signed and the documents attached thereto shall be attested properly. The unsigned complaint and unattested supporting documents shall not be considered.
