Section 4: Scrutiny of complaint

(1) The Competent Authority shall make scrutiny of the complaint.

(2) If the Competent Authority is satisfied that there is a prima-facie substance in the complaint, it shall be registered in the register maintained for this purpose. If the complaint is found defective it shall not be registered and the complainant shall be informed accordingly by the Competent Authority, at the earliest.
