Section 9: Filing of criminal complaint by Competent Authority

Without prejudice to other provisions of these rules, if the Competent Authority at any time, comes to the conclusion that any of the provisions of the Act have been contravened, he shall, after recording the reasons in writing, initiate prosecution by filing a criminal complaint against such person or Educational Institution himself or through an officer authorised by him.
