Where the consignor and the Multimodal Traruport Operator have entered into a conkact for the Multimodal Transpb*aUori and the Multimodal Transport Operator has takm charge of the goo-ds, he shall issue a document, a model of which may be prescribed by the competent authority by a Special or General Order, with the approval of the Central Govemment.
