No person shall,- a. steep in any tank, reservoir, stream, well or ditch any animal, vegetable or mineral matter likely to render the water thereof offensive or dangerous to health; and b. while suffering from any contagious, infectious or loathsome disease, bath on, in or near any bathing platforni, lake, tank, reservoir, fountain, cistern, duct, stand-pipe, stream or well.
