No person engaged in any trade or manufacture in the municipal area shall.- a. cause or suffer to be brought or to flow into any lake, stream, tank, reservoir, cistern, well, duct or other place for water whether belonging to the Municipality or not, any drain or pipe communicating therewith 460 any washing or other substance produced in the course of any such trade or manufacture as aforesaid; and b. do an act connected with any such trade or manufacture as aforesaid whereby the water in any such lake, stream, tank, reservoir, cistern, well, duct or other place for water is fouled or polluted.
