pay to the Council such annual renewal fee as-may be prescribed· in this behalf by regulations f9r continuance of his name o:n the . register.
· (2) If the renew.al fee js not paid before the date to be appointed for the. purpose by the Council the Registrar shall remove the name of the defaulter from t4e register ;
Provided that the name_ so removed may be re--entered 'ill the register on payment of the renewal fee in such manner and subject to ~uch . conditions as 'may be prescribed in this behalf by regulations.

(a) if . such qualificatio~ be a .qualification included in the Schedule; be entitled to have such qualification enter:ed against.his name in the register either in substitution for ·or in addition to any entry pr~vi ously made ;
