(a) that any title granted· or qualification certified by any University, Medical .Corporation, examining bo_dy or other , institUtion, is a sufficient guarantee that persons - possessing such title or quaJi_- . fl.cation' possess the knowledge and skill requisite for the 'effici.ent practise of medicine, surgery and midwifery. ; or
(b) that any title or quali:ficati9n referred to · in item 2 of the Schedule is not sufficient guarantee as aforesaid, they may -m:ake a report to that effect to the State Govern ..
ment who may, if they- think fit, there upon direct, by· n~tificatibn--
(i) in the case of clause (a) that the pos sess~on .~f such title or quafification - shall, subJect to the provi_sions here inafter contained and on payment of such fees as may be preseribed in . this belialf by . regulatfons, entitle any ·person to have his name entered in the register ; or

(2) On the· 1 issue of such i;totification such title t.lr qualification Shall b~ deemed in the .case of clause (a) of sub-section (/) to, be-covered by, and in the case of clause (b) thereof to be -excluded from the said it~m. - 383
